What are the regulations for Garage Sales?

Regulations Governing Garage Sales:
1. The term “Garage Sale” includes all advertised sales, such as Garage Sales, Attic Sales, Rummage Sales, Flea Markets or any sale of personal property.
2. The Occupant (meaning owner or renter) must obtain a Garage Sale permit from the Township Clerk for a fee of $2.00.
3. Only one permit per year may be issued to any address. A permit is valid for only two (2) consecutive days and must be displayed on the premises during the sale.
4. The applicant for the permit must supply the Township Clerk with the following information:<?xml:namespace prefix = “o” ns = “urn:schemas-microsoft-com:office:office” />
a. The name of the person or group conducting the sale
b. The name of the owner or renter of the property where the sale will be held
c. The number of days the sale will be held (not more than 2)
5. The person(s) conducting the sale are responsible for keeping order on the premises of the sale. No loud or boisterous conduct or traffic snarls are permitted.
The police and fire laws must be obeyed and inspections by the Police and Fire Departments may be made at their discretion.
6. Hours of the sale must be between 9:00am and 5:00pm.
7. No signs advertising the sale may be posted on any place other than the premises where the sale is to be held. The sign may not be larger than two (2) feet by two (2) feet in size and may not be displayed on the premises earlier than one week before the sale and must be removed within twenty four (24) hours after the sale. Sales may be conducted only in the house, garage or rear yard.
8. The Police Department will notify the Building Inspector of any violation of this ordinance and the Building Inspector will investigate and may prosecute a complaint before the Municipal Court for any violations.
9. Persons who violate any terms of this ordinance while conducting garage sales may be fined, if convicted, not less than $25.00 or more than $100.00, and may be imprisoned for up to ten (10) days for each violation. Each day that an unlicensed sale continues shall be considered a separate violation.

How do I obtain a Landscaping Permit?
In order to work as a landscaper in Glen Ridge a yearly permit is required. Permits can be obtained through the Glen Ridge Police Department Records Bureau at ext. 123.

The Glen Ridge Historical Society was founded in 1977 with the goal of maintaining and promoting the historical character of Glen Ridge. How do I obtain a Dog License?
NOTE: New Jersey law requires you to supply the following prior to issuing your license:
- Proof of current rabies vaccination must be valid through October 1 of each year. If your dog’s rabies vaccination expires prior to October please send us your dog(s) new vaccination record to keep your dog license valid. You are required to re-submit your dog’s rabbies vaccination record every year.
- Proof of alteration (spayed or neutered) from veterinarian or clinic. (Send with application or request your Veterinarian send a fax to 973-748-3926)
How do I obtain a Certificate of Occupancy?
The following items are required to be installed according to the manufacturers’ installation instructions and MUST be in working order prior to the inspection.
- Smoke detector on every floor
- Carbon Monoxide detectors 10 feet from every sleeping area (i.e. in the hallway outside bedroom doors)
- Fire Extinguisher visibly mounted within 10 feet of the kitchen (2 – 5 pound extinguisher mounted 42-48 inches off the ground measured from the top of the extinguisher)

Inspections are preformed on Tuesday and Thursday afternoons. All building permits must have passed final inspections prior to the inspection.
Any work done without permits shall be subject to a fine and permits must be obtained. The fee for the inspection is $75.00 payable by cash or check made to the Borough of Glen Ridge.

What type of work requires a Building Permit?
A building permit is required for additions, interior alterations (kitchen, bathroom and basement renovations), structural repairs, roofing and siding, fences, sidewalk & driveway aprons, steps, garages, decks, electric service upgrades, water heaters, boilers, HVAC, Oil tank removals and installations, pools, Jacuzzi / hot tubs, enclosed porches, fireplaces and stoves.
Please call the building department before starting any work to be sure you have the proper approvals.
Exterior alterations may be subject to Historic Preservation Commission approvals.
Is a permit required for a Retaining Wall?
Section 872.0 Retaining Walls
All retaining walls where the difference in finished grade is in excess of two feet six inches (2’6″) above the lower level, shall require a building permit and be designed in accordance with accepted engineering practice.
Such walls built to retain or support the lateral pressure of earth, water or other superimposed loads, shall be designed and constructed of approved masonry, reinforced concrete, steel sheet piling or other approved materials.

What do I need to install a Fence on my property?
- 4 feet and Under — No fence permit is needed.
- Over 4 feet to 6 feet – Town Fence Permit required. Flat fee of $35.00
- Over 6 feet – Building Permit required.
- Plot Plan — All builders should consult the property’s plot plans before construction to make certain that the fence does not overlap on neighbor’s property. Plot Plans are required for all fence permits. Indicate on plot plan where fence will be constructed.
- Good side — “Good side” of fence must face out.
- Inspection – Inspection by Zoning Compliance Officer must be scheduled after fence is constructed. Call Building Department to schedule.

Any fence or barrier installed pursuant to a permit granted under this title shall be installed so that its finished surface faces the exterior perimeter of the property on which it is installed. How do I arrange to rent the Glen Ridge Train Station (Senior-Community Center) for an event?
The Glen Ridge Recreation Director will determine availability and advise you of the rental rate and any special conditions that must be met. Approval for use will be on a first come first served basis and will be based upon availability. No outside event shall disrupt the normal operations of the Glen Ridge Senior-Community Center.
Applications will be accepted up to one year in advance. No event is confirmed until a contract is signed and full payment is collected.

What recreation programs are available to Glen Ridge senior citizens?
Does Glen Ridge provide transportation services for senior citizens?
Yes. The Glen Ridge Volunteer Ambulance Squad Car Transport Service is a non-emergency transportation service to and from medical appointments in immediately surrounding towns for ambulatory senior citizens (65+) and permanently disabled adults.
The service is available Monday through Friday 8:00am – 5:00 pm or by special arrangement and transportation requests must be scheduled at least 48 hours in advance.

What is the Friday Night Rec program?
Friday Night Rec is a seasonal program held at the Ridgewood Avenue School gym during the winter months. Glen Ridge Recreation staff coordinates a wide range of gym games for the kids to play.
Kids are split up into the following groups and times for this program:
- 3rd and 4th graders attend from 5:30pm – 7:00pm with a maximum of 40 children.
- 5th and 6th graders attend from 7:30pm – 9:00pm with a maximum of 40 children.
Pre-registration is required. The program is limited to 40 students per session. First come-first served.

How do I register my kids for youth sports?
The Glen Ridge Athletic Association, a volunteer organization, manages and administers organized sports activities for the children of Glen Ridge and is supplemented by the Borough Recreation Department.
The GRAA is committed to providing the children of Glen Ridge with the opportunity to participate in and enjoy organized sports regardless of their level of ability. How do I get Public Trees inspected, pruned or removed?
If you need a tree inspected, pruned, or removed please contact the Borough Arborist directly or submit a request via the Service Request Center.
What are the rules for Parking in Glen Ridge?
Can I park my vehicle on the street overnight?
On street parking is prohibited from 3AM-6AM by Borough Ordinance. However, the Police Department can grant overnight parking permission on a case by case basis by calling our non-emergency phone number. Extended parking permission in excess of three days can only be granted under special circumstances. In certain rare circumstances, a hardship permit can be applied for through the Office of the Chief of Police.
I'm renovating my home and need to get a dumpster. Do I need a permit? Can I place the dumpster on the street?
A dumpster permit application can be downloaded off of the borough website and submitted to our headquarters. A $50 fee is required for the permit, which is valid for 30 days. A 30-day extension is available for an additional $25 fee. A dumpster can be placed on the street, as long as it complies with the restrictions similar to those of a parked vehicle. In addition, the street where the dumpster is placed must be at least 30 feet wide. The dumpster must also be equipped with reflectors.
Am I required to register my home alarm with the Police Department? Do I get charged for false alarms?
I'm going on vacation for a week and will be out of the area. Can the police check my home while I am away?
Our Officers will check the perimeter of your home and conduct extra patrols in the area while you are away. Simply call our non-emergency phone number and speak to the desk officer. Be prepared to tell us the time period your home will be vacant, the condition of your property (cars parked in the driveway, contractors doing work, etc.), and your emergency contact information.
How do I report a crime?
For emergencies, always immediately dial 911. For routine calls, dial our non-emergency phone number 973-748-5400 and speak with the desk officer. You can also come to our headquarters, which is open 24 hours a day, 7 day a week.
Do I have to come to the police station to make a report?
Reports may be taken at our headquarters, but our Officers will also respond to anywhere within the borough limits.
Can I file a police report over the phone?
No, a police report can only be taken by an Officer in person.
Can the police help me with a dispute with my landlord?
While the Glen Ridge Police Department can assist in keeping the peace, all other landlord/tenant issues fall under civil jurisdiction. As a result, all non-criminal landlord/tenant matters must be addressed at the Essex County Civil Customer Service Office located in Room 201 at 465 Dr. Martin Luther King Jr. Blvd., Newark, NJ 07102. Why does it take Officers longer to respond to some calls than others?
The Glen Ridge Police Department makes every effort to respond to your request for service as soon as possible and has an excellent time response in most incidents. However, police response times are affected by several variables such as:
- The time of day the call is received;
- The number of calls for service at any given moment;
- The number of Officers needed at a given call for service;
- The urgency of the call.
All requests for law enforcement service are assigned a priority based on the seriousness of the incident and the potential for injury or damage to property. At times, calls of which are less serious in nature may be delayed so that Officers can respond immediately to emergencies. In addition, in many cases responding Officers are surveying the immediate area while en route to check for fleeing suspects and vehicles, avenues of escape, as well as any other suspicious activity.
Why don't I see more Officers patrolling my neighborhood?
At any given moment there are significantly more Officers patrolling your neighborhood then you can see. Patrol Officers in uniform drive our black SUV’s that are clearly marked with “Glen Ridge Police.” While the patrol Officers are the members of the Department that most citizens are used to dealing with, they are only one part of our crime fighting efforts. The GRPD also has Officers in plain clothes, Detectives, and Administrators patrolling your streets.
In addition, Uniformed Patrol Officers are often in your neighborhood at times when you would not necessarily see them, such as peak times of criminal activity, which may be when you are at work or asleep. If any area begins to experience an increase in crime, directed patrols, and other crime fighting resources may be deployed.
What is the Police Department doing about getting drunk drivers off our streets?
The Glen Ridge Police Department takes an extremely proactive approach towards stopping drunk drivers on our streets. This is done through DWI checkpoints, DWI roving patrol enforcement, as well as participation in national campaigns such as “Over the Limit, Under Arrest” and “Drive Sober or Get Pulled Over.” In addition, our Officers are trained in DWI detection, Standardized Field Sobriety Testing, and AlcoTest (formerly breathalyzer) administration.
Does the Police Department ever contact citizens asking for donations over the phone?
The Glen Ridge Police Department, the PBA (police union), and other borough emergency service organizations will NEVER solicit donations over the phone. If you receive a call from anyone claiming to be an employee of the Glen Ridge Police Department and they attempt to solicit donations, DO NOT provide any personal information and please contact the police as soon as possible.
Why do the 9-1-1 Operators ask so many questions when I call?
Our Dispatchers are trained to obtain as much information as possible from the caller in order to properly determine the seriousness of the call. In order to dispatch the proper resources, dispatchers must fully understand the nature of the call. During emergency calls, Officers are likely already on their way to your location, even though the dispatcher is still asking questions. Providing clear and concise information to the Dispatcher is the most effective way to obtain police assistance.
Is there a waiting period before I can report somebody as a missing person?
No, there is no waiting period before reporting a person missing. If you are concerned about someone’s whereabouts and wish to report them missing, it is advised that you gather as much information about the person. Key information that the Officer will ask for includes a detailed clothing description, any medical conditions, any information on vehicle(s) that the missing person might be traveling in and any possible destinations that the missing person might be heading to. Is the Glen Ridge Police Department Hiring?
I am applying for a job that requires me to be fingerprinted with ink. Can the Glen Ridge Police Department assist me?
No. Unfortunately, the Glen Ridge Police Department does not do ink fingerprinting. However, appointments for ink fingerprinting can be scheduled through the state fingerprinting vendor Identogo. How to obtain a letter of good standing?

What should I do if I'm pulled over by the police?
Once you have safely pulled to the side of the roadway, it is best practice for all occupants inside the stopped vehicle to remain calm and await the Officer’s arrival at the vehicle’s window. During this time, you should turn on the interior light, if its night time, and roll down all windows, if practical. Another courtesy would be to keep your hands on the steering wheel, where the approaching Officer can see them.
I received a parking ticket and forgot to pay it. As a result, I received a notice in the mail stating that there is an active warrant for my arrest. What should I do?
If there is an active warrant for your arrest due to an unpaid parking ticket, you should contact the Glen Ridge Municipal Court during normal business hours at 973-748-8400.
I am upset with the way an officer treated me on a motor vehicle stop. How do I file a complaint against the officer?
The Glen Ridge Police Department accepts complaints of Officer misconduct from any person at any time. These complaints are taken very seriously and investigated by our Internal Affairs Bureau. A person who feels that they were mistreated may file a complaint by walking into Police headquarters at any time or contacting the department by telephone. Complainants may remain anonymous and are not required to provide pedigree information. Should you wish to file a complaint, you can contact 973-748-5400 and request to speak with the on-duty Supervisor.
I want to apply for a firearms permit, who do I speak with and what forms do I need to complete?
To apply for a firearms permit, contact 973-748-5400 ext. 118 for Administrative Assistant to the Chief of Police, who will assist you with obtaining all necessary forms and direct you to a Detective who will process the firearms application.
I need to obtain a driving abstract for a prospective employer. Can the Police Department provide me with a copy?
The Glen Ridge Police Department can’t provide you with a Certified Driver Abstract. To obtain a Certified Driver Abstract contact the New Jersey Division of Motor Vehicle at www.dmv.org/nj-new-jersey/driving.records.php
I would like to volunteer to be on the Juvenile Conference Committee. Who do I have to speak with and is there any training involved?

What are some of the community policing programs offered by the Glen Ridge Police Department?
The Glen Ridge Police Department Community Policing Programs offers the following:
- Vacant House Checks – If you go away the Glen Ridge Police will conduct frequent checks on your home.
- Home Security Surveys – One of our training Officers will conduct an interior/exterior survey with the homeowner to discuss ways to better secure your home.
- Key Retention Program – Leaving a key and your contact information with the Police Department allows us to assist you when you are not home. If you lock yourself out of your house or you are away and think you left the stove on, with your permission we can assist.
- Child Seat Safety Inspections – Make an appointment 973-748-5400 ext. 118 to have your child car seat inspected or properly installed by one of our certified Officers.
- Bicycle Registration Program – Throughout the year, the Glen Ridge Police Department holds bicycle registration events at borough owned buildings and parks. If you cannot attend one of these events, you can register your bicycle at any time by contacting a Detective at 973-748-5400 x 115.

My child just received their probationary license and is subject to the Graduated Driver's License restrictions, where can I obtain more information?
The below restrictions apply to the New Jersey Graduated Driver’s License:

Display a reflectorized decal on each license plate (front/back); decals available at motor vehicle
No driving after 11:01 p.m. and before 5:00 a.m.

Can I leave a house key at the Police Department in case I ever get locked out of my home?
Yes, residents can provide a key to be kept on file at the Glen Ridge Police Department. The key will only be provided to a resident with proper identification or utilized in an emergency if need be. Contact Administrative Assistant to the Chief of Police at 973-748-5400 ext. 118
Is there a Borough Ordinance regarding the removal of snow from my property?
Yes, Borough Ordinance 12.20.010 – Snow and ice removal, requires the removal of all snow and ice from sidewalk areas within 24 hours from the last snowfall.
Does the Glen Ridge Police Department have anyone that can help me install a car seat in my vehicle?
Yes, the Glen Ridge Police Department has Officers certified in car seat inspections and fittings. You may call 973-748-8400 x118 and make an appointment to have an Officer assist you with your car seat. The appointment is free of charge.
I want to enhance the security of my home, but don't know where to start. Does the Glen Ridge Police Department have any Officers that could help me with this?
Yes, the Glen Ridge Police Department has certified Crime Prevention Officers. Call 973-748-5400 x. 115 and ask to have an Officer conduct a Crime Prevention Survey of your home. This service is free of charge.

Does the Glen Ridge Police Department offer a community alert program that would notify me in case of an emergency?
Residents of Glen Ridge and those in neighboring communities can immediately begin receiving pertinent information via text message, e-mail, and web by registering at www.Nixle.com. Messages may include weather, traffic, crime/safety alerts as well as other relevant safety and community event information. Can I place a POD on the street?
POD units shall be placed in the driveway of the residence. They may only be placed on a Borough street when they meet the requirements of the Borough’s Dumpster Ordinance (Ordinance 12.50) and have been approved by the police department. The application for approval may be submitted to the police department.
I have unused prescription medications that I would like to dispose of, how can I get rid of them?
The Glen Ridge Police Department has a Medicine Drop Box located in the lobby for the disposal of such medications. You may dispose of any prescription medication, as long as it is contained in sealed container. Disposal of medications may be done any day at any time of the day.
I just inherited a firearm and I would like to dispose of it. What can I do?
Unwanted firearms and/or ammunition may accepted by the Police Department. Simply call the Police Department on the general phone line, (973)748-5400. An Officer will take custody of the firearm, complete a report, and the firearm will be held at the Police Department until it is taken to a facility for destruction. Should the firearm be turned in inadvertently, once the firearm is turned over to the Police Department, it may not be returned without a valid permit and ownership documentation.

When is Bulk Waste picked up?
As of January 1, 2010, bulk waste material will only be collected on the first Thursday of each month.
Bulk materials MUST be placed at the curb after 6:00pm the Wednesday prior to scheduled pick up day.
Only 4-6 large items may be put out each month.
Bulk material collection will not accept plastic bags, cardboard boxes, paper bags or electronics.
No concrete, brick, pavers, block or asphalt will be accepted, these items must be recycled at a class B recycling facility.
No tires will be accepted.
Mattresses and box springs will be accepted.
Small debris from home renovations should be placed in small plastic containers not to exceed 40 pounds.
Containers should be placed at the curb after 6pm on Wednesday evening for collection on the first Thursday of every month.
Items with Freon such as refrigerators, air conditioners and dehumidifiers will be picked up by the Borough on Wednesday morning. Please call 973-748-8400 ext. 223 to schedule pick-up.

When are Leaves picked up?
The Borough of Glen Ridge has contracted a truck to specifically pick-up bagged leaves at curbside.

What are Snow Removal rules and restrictions?
Parking on Borough streets during snow storms, or while street is snow covered is prohibited. To help clear the streets during a winter weather event please observe this rule.
To avoid extra work please wait until the street is plowed from curb to curb before clearing your driveway apron. When clearing your apron place snow on the right side of the apron to avoid snow you just removed from being plowed back onto the apron.
Note: Snow plowing, snow blowing, shoveling, or placing snow in street is strictly prohibited. As these winter events are unpleasant for all, your cooperation is greatly appreciated.
